Here's what a manual RFP review actually looks like. Your estimator gets a 400-page spec on Monday morning. They spend Monday through Wednesday going page by page, building a spreadsheet of requirements, deadlines, and scope items. By Thursday they've got maybe 60-70% of it captured. Friday afternoon someone finds Addendum 2, which changes half the Division 1 requirements they already logged.
They're not bad at their job. It's just that the process is designed to miss things — especially cross-references, appendix callouts, and requirements buried in boilerplate that looks like every other spec until it isn't.

The 40-80 hour range isn't arbitrary — it depends on spec complexity, how many divisions are in play, and whether the owner's architect used a standard CSI format or decided to get creative with the section numbering. Complex federal projects with EM385 requirements routinely hit the high end.
Accuracy: What Gets Missed
The question isn't "what percentage of requirements do you catch?" — it's "which ones do you miss?" Because a 90% capture rate on a spec with 200 requirements means 20 items your team never priced. And the ones that get missed aren't random. They follow a pattern:
- Appendix and exhibit requirements — "See Exhibit C for liquidated damages schedule" on page 15, Exhibit C starts on page 312
- Cross-reference chains — Section 01 21 00 references Section 31 23 16.13 which modifies the standard excavation spec
- Addenda changes — Addendum 3 modifies a paragraph in the supplementary conditions that changes the retainage terms
- Late-document fatigue items — requirements in Section 33 (Utilities) or Division 31-35 that get less attention than the front-end sections
Automated extraction doesn't get tired at hour 40. It reads page 380 with the same attention as page 3. That's where the accuracy difference comes from — not a magical AI brain, but consistent attention across every page of the document.
Cost: More Than Just Labor
The direct labor comparison for a single 400-page spec:
- Manual: 40-80 hours at loaded rates of $75-150/hr = $3,000-$12,000 per project

But the labor cost isn't the full picture. The real cost of manual review is what it prevents your team from doing. When Humans Still Matter

You still need experienced people for:
- Pricing judgment — knowing that a particular spec requirement is going to cost 3x what the owner thinks
- RFI strategy — deciding which ambiguous requirements to clarify vs. qualify in your proposal
- Relationship context — "we've worked with this owner before, they always enforce the LD clause"
- Go/no-go decisions — the extraction gives you the data, but the decision is still yours
The best precon teams use automation to get to the judgment calls faster, not to skip them.
